Second, the guidelines for what apps can be released based on performance, content, etc. With Apple, the devs know precisely the hardware they're working on and therefore can tailor the software based on these very limited conditions. While some devices would have the capability to run the game just fine, there's no guarantee that an app is compatible with every device.
